Dr. Shaoyuan Wu


Dr. Shaoyuan Wu is the founder of EPINOVA LLC. Leader of our projects: AI-Augmented Policy Advisory System for Multilateral Governance and Strategic Co-Evolution (AIPAMS) and Lightweight AI Reverse-Stimulation Emotional Regulation System (LARS-ER). With an interdisciplinary background bridging computer science, international relations, environmental law, and maritime policy, Dr. Wu brings over two decades of experience in both academia and government advisory roles.


Dr. Wu holds a Ph.D. in Integrated Management of Marine Resources from Ocean University of China, an LL.M. in Environmental and Natural Resources Law from the University of Oregon, a M.S. in Marine Chemistry from the State Key Laboratory of Estuarine and Coastal Research of East China Normal University, a B.S. in Biological Science from Ocean University of China, and is currently pursuing his third M.S. in Computer Science at the Georgia Institute of Technology. 


Dr. Wu has served as an Associate Professor at Sun Yat-sen University and as an Assistant Professor at the National Institute for South China Sea Studies, contributing extensively to China’s national policy development in maritime affairs and regional security.


Dr. Wu 's scholarly work includes numerous publications on South China Sea governance, marine heritage, and AI applications in public policy, with several of his research findings adopted by central government agencies. Dr. Wu’s contributions span from leading classified national research projects to advancing cross-disciplinary innovation in AI-human interaction systems. He is widely recognized for integrating science, history, and technology to address complex challenges in global governance and sustainable development.
